Mr. S. Ranugge

Mr. Ranugge embarked on his executive journey in the dynamic world of the public sector back in 1987, marking the inception of a career defined by a rich tapestry of experiences. In the vibrant landscape of public service, he assumed the role of Senior Consultant at the Sri Lanka Institute of Development Administration in 1990, painting the canvas of his expertise with bold strokes for a remarkable five years. The spotlight then shifted to his appointment as the Commissioner of the Department of Probation and Child Care Services in 1995, where he embraced the challenge with zeal. Mr. Ranugge adorned the titles of Director at the Sri Lanka Institute of Development Administration and Director General at the Ministry of Policy Development and Implementation. This paved the way for a grand entrance into the realm of high-ranking roles in public service. From steering the ship as the secretary to the Ministry of Export Development and International Trade to orchestrating the harmonies of the Ministry of Science and Technology, Sports and Youth Affairs, and fine-tuning the intricacies of the Ministry of Public Administration and Administrative Reforms since 2001, his journey was a symphony of leadership. Dancing through the corridors of influence, a chapter in 2009 saw Mr. Ranugge exit the public sector, only to embrace a new narrative as the Executive Director of Transparency International Sri Lanka and the illustrious President of the Institute of Professional Public Administrators since 2012. Following a brief intermission, he returned to the spotlight, gracing the roles of Chairman of the Welfare Board, Chairman of the Special Salary Commission, and the authoritative position of Chairman of the Salaries and Cadres Commission. Currently, his presence resonates as a distinguished member of the Public Service Commission. Beyond the corridors of power, Mr. Ranugge has assumed the role of an enlightening guide, sharing his wealth of knowledge in public policy, public administration, and public human resource management. As a visiting lecturer, he imparts wisdom at esteemed institutions such as the Post Graduate Faculty, the Department of Economics at the University of Colombo, the Open University of Sri Lanka, the University of Jayawardenapura, and the Sri Lanka Institute of Development Administration. Educationally adorned with a degree in Sociology from the University of Ceylon, Peradeniya, Mr. Ranugge's intellectual odyssey also led him to acquire a Master’s degree in Public Policy and Administration from the Institute of Social Studies in The Hague, the Netherlands. A distinguished Hubert H Humphrey Fellow, he continues to color the canvas of his illustrious career with passion and commitment.
