Mr. Puis Fernando embarked on his distinguished career in public service as an Auditor in the Auditor General’s Department from 1970 to 1978, subsequently assuming the roles of Secretary and Accountant in the Health Department in Kandy until 1984. In 1984, he transitioned to the Sri Lanka Government Accountants Service, marking a pivotal moment in his professional journey. Upon joining the Government Accountants Service, Mr. Fernando was assigned to the General Treasury and ascended to the position of Director at the State Accounts Department in 1998. His career trajectory continued with a significant appointment as the Director General in the Management Audit Department from 2008 to 2010. Concluding his tenure as the Director General in the Public Finance Department, he left an indelible mark on the financial landscape. Post-retirement, Mr. Fernando contributed his expertise as a Short-Term Consultant to the World Bank from 2012 to 2018, showcasing his commitment to global financial governance. Since 2022, he has been engaged as a Fiduciary Consultant at the Asian Development Bank, currently holding the esteemed position of an Independent Fiduciary Consultant. Throughout his career, Mr. Fernando has demonstrated leadership in concurrent roles within State-owned Enterprises, further enriching his multifaceted experience. Notably, in 1995, he served as the National Consultant for the ADB Project under the Ministry of Finance, overseeing the implementation of Government Accounting and Payroll software. Under his guidance, the CIGAS Integrated Government Accounting Software Package was successfully launched, and its impact continues to be felt nationwide. Complementing his extensive professional journey, Mr. Fernando holds a M.Sc. Degree in Information Technology from the University of Teesside, England, underscoring his commitment to staying at the forefront of technological advancements in the field. His legacy is characterized by a profound dedication to financial excellence and strategic leadership in the public sector.
