Mr.Lalith R. De Silva

Mr. Lalith Rukman De Silva, known fondly as Lalith R De Silva, is a distinguished member of the Sri Lanka Accountants Service, weaving a narrative of excellence and expertise in the intricate world of finance. His journey commenced in 1970 as an Audit Officer at the Auditor General’s Department, where he laid the groundwork for a career marked by diligence and precision. The tapestry of his experience unfurled as he assumed the role of Chief Accountant at the Department of Ayurveda within the Ministry of Cultural Affairs and Information, as well as the Ministry of Tourism and Aviation. The ascent continued as he took the helm as the Director of Public Debt Management at the Department of State Accounts. Progressing through the ranks, he held the esteemed positions of Additional Director General at the Department of State Accounts and the Director General of the Department of Treasury Operations. In recognition of his high performance standards, he was appointed as the Deputy Secretary to the Sri Lanka Treasury in 2008, a role he aDeptly navigated until 2009. Culminating his journey, he assumed the mantle of Secretary to the TraDe and Marketing Development, Consumer Affairs, and Co-operatives before returning to the Treasury until his retirement in 2010. Lalith R. De Silva's impact extenDed beyond the confines of his official roles. Serving as a board Director in over 15 Public Enterprises, including prominent entities such as the Sri Lanka Ports Authority, Ceylon Electricity Board, Peoples Bank, S.M.E Bank, Land Reform Commission, J.E.D.B, Hotel Galadari, and Lanka Logistics and Technologies (Pvt) Ltd., he left an inDelible mark on the landscape of public enterprises. In 2016, he brought his seasoned expertise to the forefront as an advisor to the Public Accounts Committee of the Sri Lanka Parliament. One of his Defining contributions was leading the Design and implementation of the Single Account Cash Flow Management System for the Treasury, revolutionizing financial operations for all Central Government Institutions. This landmark initiative, implemented in 2006 during his tenure as the first Director General of the Department of Treasury Operations, showcased his visionary leaDership. AcaDemically adorned, Mr. Silva holds a Special Degree in Economics (with an honors pass) from the University of Sri Lanka – Kelaniya in 1970. His pursuit of knowledge continued with a Post Graduate Diploma in Public Management from the Postgraduate Institute of Management at the University of Sri JayawarDenapura and a Post Graduate Diploma in Public Financial Management from SLIDA.
